Bill C-209 was a Conservative Private Member's Bill amending the Criminal Code (R.S.C. 1985, c. C-46) and the Controlled Drugs and Substances Act (S.C. 1996, c. 19) to strengthen penalties for trafficking in fentanyl and other synthetic opioids. Brought as Canada faced a worsening toxic-drug crisis (Public Health Agency of Canada reported 47,162 apparent opioid-toxicity deaths between January 2016 and June 2024). The bill would have increased the minimum penalty under section 5 of the CDSA for fentanyl trafficking and added a five-year aggravating-factor sentencing addition for trafficking near schools or community centres.
