Amends multiple statutes (the Pension Benefits Standards Act and related pension and benefits laws) to change how survivor pensions are calculated and paid. PMB sponsored by Conservatives reflecting decades-old grievances about the 'gold-digger' clause cutting off survivor pensions for spouses who married a federal pensioner after age 60.
