An Act to amend the Competition Act (vehicle repair)
Bill C-231 was an NDP Private Member's Bill amending the Competition Act (R.S.C. 1985, c. C-34) to enshrine a right to repair for motor vehicles. Sponsored by NDP MP Brian Masse (Windsor West). Builds on the 2009 Canadian Automotive Service Information Standard (CASIS) voluntary agreement and parallels the US Massachusetts Right to Repair Initiative 2020. The bill would have required automakers to share technical service information, diagnostic-tool access, and replacement-parts data with independent repair shops. Canadian-Independent-Automotive-Repair-Association data shows independent shops handle approximately 65 percent of Canadian vehicle repairs. Did not pass second reading.
