An Act to amend the Federal-Provincial Fiscal Arrangements Act and the Canada Health Act
Bill C-237 (44-1) was a Bloc Quebecois Private Member's Bill from Louis Plamondon to let a province opt out of a federal program in an area of provincial jurisdiction, with full compensation and no federal conditions, as long as it runs a comparable program of its own. It would also have specifically exempted Quebec from the national conditions attached to the Canada Health Transfer under the Canada Health Act, such as standards on long-term care, mental health, pharmacare, and dental care. The bill reflected the Bloc's long-standing push for Quebec autonomy over areas it considers provincial. It did not pass second reading.
