An Act to develop a national framework for a guaranteed livable basic income
Bill C-253 was a Green-and-NDP-co-sponsored Private Member's Bill establishing a federal framework for a Guaranteed Livable Basic Income for Canadians 18 years and older. The Parliamentary Budget Officer's 2021 analysis estimated approximately $93 billion in annual gross cost for a guaranteed livable income at $20,000 per adult per year, before offsetting program-consolidation savings. The bill would have created a federal-jurisdiction framework with binding consultation requirements before implementation. Major Canadian advocacy organizations including the Canadian Basic Income Movement, Coalition Canada, and Maytree Foundation supported the proposal. Did not pass second reading. The bill was an early version of similar Green platform commitments that have appeared in successive election platforms since 2015.
