An Act to amend the Parliament of Canada Act (change of political affiliation)
Bill C-254 was a Bloc Québécois Private Member's Bill amending the Parliament of Canada Act (R.S.C. 1985, c. P-1) to require an MP who changes political affiliation between elections to resign and run in a by-election to confirm constituent support for the change. Floor-crossing is permitted under current Westminster convention; high-profile recent crossings include Liberal MP Han Dong sitting as Independent (March 2023), Conservative MP Alain Rayes sitting as Independent (2022), and Conservative MP Marwan Tabbara expelled to Independent (2020). C-254 did not pass second reading. Bloc-style by-election triggers exist in Israel and some Latin American legislatures.
