An Act respecting the Spectrum Policy Framework for Canada
Bill C-268 in 45-1 was a government bill respecting the Spectrum Policy Framework for Canada under the Radiocommunication Act (R.S.C. 1985, c. R-2). Brought after Canada's 5G spectrum auction completed in 2021 raised approximately $9 billion in federal revenue from Bell, Rogers, Telus, and other licensees; the upcoming 6G spectrum-allocation framework and the 2026 mid-band spectrum auction prompted updated rules. Provisions add provisions for Indigenous-community spectrum priority under the 2024 federal-Indigenous Telecommunications Strategy, smaller-carrier set-aside spectrum allocations to support MVNO competition, and mandatory federal-provincial-territorial spectrum-coordination consultation under section 5 of the Act.
