An Act to provide for the regulation of the online use of deepfakes and for related transparency measures
Bill C-277 in 45-1 was a Liberal Private Member's Bill providing for the regulation of the online use of deepfake technology, particularly non-consensual intimate-image generation and political-disinformation deepfakes. Brought after multiple high-profile incidents including the January 2024 Taylor Swift AI-generated explicit images that circulated on X (formerly Twitter), Australian and UK deepfake-criminalization legislation in 2024, and the 2024 RCMP National Child Exploitation Crime Centre reports of a 28-percent year-over-year increase in AI-generated child sexual abuse material (CSAM). The bill would have created new federal offences under the Criminal Code section 162.1 for non-consensual deepfake creation and distribution, with maximum penalties up to 10 years for indictable offences. Did not pass second reading in 45-1.
