An Act to amend the Royal Canadian Mounted Police Act
Bill C-303 was a Private Member's Bill amending the Royal Canadian Mounted Police Act (R.S.C. 1985, c. R-10) to add a permanent statutory mandate to address systemic racism in RCMP recruiting, retention, training, and operations. Followed the May 2020 high-profile death of Athabaskan Chief Allan Adam during an RCMP arrest in Fort McMurray and the 2020-2022 Mass Casualty Commission inquiry into the April 2020 Portapique mass shooting which documented multiple RCMP institutional failings. The Mass Casualty Commission's March 2023 Turner-MacDonald report contained 130 recommendations including statutory transformation of the RCMP. C-303 did not pass; some elements were folded into the 2024 federal estimates.
