Foreign Influence Transparency Registry Act (43-2)
Foreign Influence Transparency Registry Act. A 43-2 government bill that became the template for the eventual 44-1 C-70 (Countering Foreign Interference Act, royal assent June 20, 2024). The 43-2 version did not advance to royal assent before the 2021 election was called. It proposed the federal foreign-agent registry that critics, including the Canadian Security Intelligence Service's own warnings, had been requesting since the Trudeau-era foreign-interference reports. The substance carried into C-70: registration of foreign-principal-directed activity, administrative monetary penalties, and a Commissioner role.
