An Act to amend the Criminal Code, to make consequential amendments to other Acts and to repeal a regulation (miscarriage of justice reviews)

Sets up an independent commission to investigate wrongful convictions, instead of leaving that decision to the federal Minister of Justice. Modeled on the UK Criminal Cases Review Commission. Named after David Milgaard, who served 23 years for a crime he didn't commit, and his mother Joyce, who fought for his exoneration.
