An Act to amend the Canada Labour Code (hours of work of flight attendants)
Bill C-409 was a Liberal Private Member's Bill amending the Canada Labour Code (R.S.C. 1985, c. L-2) on hours of work for flight attendants on federally regulated airlines (Air Canada, WestJet, Porter Airlines). CUPE Local 4070 (Air Canada Component) and CUPE Local 4055 (WestJet) had advocated for the bill, citing fatigue-management concerns. The bill aimed to align Canadian flight-attendant hours-of-work rules with the US Federal Aviation Administration's 14 CFR Part 117 Pilot Flight Time and Duty Time framework. Currently Transport Canada operates flight-attendant fatigue-management under voluntary industry guidelines. Did not pass second reading.
