An Act to amend the Criminal Code (promotion of hatred against Indigenous peoples)
Bill C-413 was a Private Member's Bill amending the Criminal Code to make the wilful promotion of hatred against Indigenous peoples a separate offence with a higher sentencing ceiling than the general hatred-promotion offence under section 319(2). Brought after the 2021 discovery of unmarked graves at residential-school sites in Kamloops, Cowessess, and elsewhere generated a national reckoning. Multiple Indigenous advocacy organizations, including the Assembly of First Nations and the National Centre for Truth and Reconciliation, called for stronger Criminal Code protections. Did not pass second reading. Some related provisions were proposed in the government's Bill C-63 (Online Harms Act).
