An Act to amend the Department of Employment and Social Development Act and the Employment Insurance Act (Employment Insurance Council)
Bill S-244 in 44-1 was a Senate Private Member's Bill amending the Department of Employment and Social Development Act (S.C. 2005, c. 34) to require the federal-government Employment Insurance Service Quality Commissioner role to be filled and reported on more rigorously. Brought after the 2022 Auditor General's Report on EI Service Delivery found chronic delays in EI claim processing (first-claim processing times averaging 24 weeks versus the 28-day target). The federal EI Operating Account reported approximately $24 billion in 2023-2024 benefit payments per Service Canada data. The bill would have required quarterly public reporting on EI service-standard metrics and a binding annual report to Parliament. Did not pass third reading.
