Luc Rabouin is the Mayor of the Le Plateau-Mont-Royal borough of Montreal (since November 2017, re-elected 2021) and President of the Montreal Executive Committee under Mayor Valerie Plante. A Projet Montreal stalwart since the party's founding in 2004 by Richard Bergeron, he became a key Plante lieutenant on file management at City Hall. As Executive Committee President he is the de facto deputy mayor and chairs the weekly executive sessions that make most municipal-administration decisions. His borough is the densest urban environment in Quebec by population per square kilometre and the centre of Montreal's anglophone-francophone bilingualism.
