Health Workforce Recruitment and Retention Amendment Act
Newfoundland and Labrador's Bill 12 (Health Workforce Recruitment and Retention Amendment Act) is the Hogan Liberal government's response to a critical health-workforce shortage. NL had approximately 25 percent of emergency-department shifts operating with reduced or single-physician coverage in 2024 per the Newfoundland and Labrador Medical Association. The Act creates a Health Workforce Recruitment Officer position, establishes binding annual recruitment targets, introduces signing bonuses up to $80,000 for new family physicians committing to rural NL practice for five years, and creates rural-residency program partnerships with Memorial University Faculty of Medicine.
