An Act to amend the National Defence Act and other Acts
Bill C-11 in 45-1 (distinct from 44-1 Bill C-11 the Online Streaming Act) is a government bill amending the National Defence Act (R.S.C. 1985, c. N-5) and related federal-defence legislation to implement further reforms recommended by the May 2022 Independent External Comprehensive Review by retired Supreme Court Justice Louise Arbour into sexual misconduct in the Canadian Armed Forces (which provided 48 recommendations). Builds on 44-1 Bill C-66 (Military Justice System Modernization Act, royal assent June 20, 2024, S.C. 2024, c. 11) which transferred Criminal Code sexual-assault prosecutions to civilian courts. C-11 of 45-1 expands the framework with additional provisions on chain-of-command accountability, victim-support services within DND, and the new Office of the Provost Marshal General independent oversight.
