An Act to amend the Canada Shipping Act, 2001 (anchorage prohibition)
Bill C-305 was an NDP Private Member's Bill amending the Canada Shipping Act, 2001 (S.C. 2001, c. 26) to authorize the federal Minister of Transport to prohibit anchorage of certain commercial vessels in designated coastal-and-inland waters. Brought after the 2024 Port of Vancouver-area anchorage controversy where over 30 cargo vessels were anchored offshore in the southern Gulf Islands and waters near Galiano Island, Salt Spring Island, and Saturna Island for weeks at a time, drawing complaints from local residents and Indigenous communities about noise, light pollution, and risk of pollution incidents. The bill paralleled the 2021 Voluntary Anchorage Management Plan (Port of Vancouver), making it statutory. Did not pass second reading.
