An Act to prohibit the export of thermal coal from Canada
Bill C-383 was an NDP Private Member's Bill sponsored by MP Laurel Collins (Victoria) prohibiting the export of thermal coal from Canadian ports. Canada exports roughly 30 million tonnes of thermal coal per year, mostly through Westshore Terminals in Roberts Bank, BC, and the Ridley Terminals in Prince Rupert. Most exported coal comes from the United States (with Canadian rail-and-port transit) and Australia (transhipped) rather than from Canadian mines. The federal Liberal government previously committed in the 2021 platform to ban thermal-coal exports by 2030; C-383 would have made the commitment statutory rather than regulatory. Did not pass second reading.
