An Act to amend the Health of Animals Act and the Agriculture and Agri-Food Administrative Monetary Penalties Regulations (live horses)
Bill S-270 was a Senate Private Member's Bill amending the Health of Animals Act (S.C. 1990, c. 21) and the Canada Agricultural Products Act (R.S.C. 1985, c. 20, 4th Supp.) to strengthen federal animal-welfare standards for livestock in transit. Brought after the 2024 Canadian Food Inspection Agency reported 12,000 livestock-transport regulatory violations in 2023 (mostly involving overcrowding, exposure to extreme temperatures, and lack of access to feed and water). The bill would have aligned Canadian rules with EU Regulation 1/2005 on the protection of animals during transport, reduced maximum transport times before mandatory rest breaks, and increased CFIA inspection authority. The Canadian Federation of Humane Societies and Mercy For Animals Canada supported the proposal. Did not pass third reading.
