Atlantic Loop Energy Transition Act
Newfoundland and Labrador's Bill 8 (Atlantic Loop Energy Transition Act) is the Hogan Liberal government's framework legislation supporting NL participation in the proposed Atlantic Loop electricity transmission corridor connecting NL, Nova Scotia, New Brunswick, and Quebec. The Atlantic Loop would carry surplus Quebec hydroelectric power east to displace coal-fired electricity in NS (which still operates the Lingan Generating Station emitting approximately 3 megatonnes CO2 annually). The federal government committed approximately $5 billion in funding contingent on provincial participation. The bill establishes the NL Energy Transition Office, sets binding targets for NL Hydro's renewable-energy share, and authorizes joint federal-provincial financing instruments.
