An Act respecting cyber security, amending the Telecommunications Act and making consequential amendments to other Acts. Reintroduction of the 44th Parliament's C-26, which stalled at second reading over civil-liberties concerns about ministerial powers. The 45-1 version narrows those powers. Designates federally regulated critical-infrastructure sectors (telecommunications, finance, energy, transportation) under a new Critical Cyber Systems Protection Act framework. Requires operators to: report cyber incidents to the Communications Security Establishment within 72 hours, maintain a cybersecurity program meeting federally set standards, and submit to compliance audits. Maximum penalty $15 million per violation. Sponsored by Mélanie Joly as Minister of Public Safety.
